DEAR COACHES, PARENTS, SPECTATORS, AND REFEREES:

**Note:  Game clock will stop only the last one (1) minute of the first half and the last two (2) minute of the second half for all dead balls. Clock will stop for all timeouts, mandatory substitutions, and officials discretion. Clock will not stop for all free throw unless they are within the parameters set forth above.

MENS 29.5:  BOYS 6th Grade-8th Grade

2nd and 3rd Grade Rules

Rules Modifications for Boys & Girls 2nd and 3rd Graders

General Comments.  The intent of the 2nd and 3rd Grade Rules Modifications is to promote an orderly basketball game for young players who may lack the skill, experience or strength to play under National Federation Rules.  The Board intends these rules to allow the offense to move the ball up court and to get the players into an offense prior to defensive pressure being applied to the ball handler.  The games should flow without players "bunching" or players merely "chasing" the ball.  Every player from each team is encouraged to become an active participant at both the offensive and the defensive ends of the court.  The coaches and game officials are encouraged to develop the team aspects of basketball and to discourage any play which has the effect of removing players from active participation on the court.

 

A.  Definitions:
    1.  Double Teaming (Trapping):  Double Teaming is the act of a defensive player completely disregarding his/her assigned offensive player, without the ball, to defend the ball in the possession of another offensive player, while that player is being guarded by a teammate.
    2.  Zone Defense:  Zone defense is the act of a defensive player or players guarding an area on the court or playing the ball only or completely disregarding their assigned offensive player for a period of three or more seconds. There is no Zone defense allowed in 2nd & 3rd grade division.
    3.  Ball-Man Relationship:  This is the act of a defensive player positioning himself/herself so he/she can maintain constant simultaneous awareness of both the ball and his/her player.
    4.  Offensive Zone (OZ):  The area inside the 3 point arc.

B.  Penalties:  for the first violation of offensive or defensive rules, a warning shall be issued to the coach of the violating team.  The second violation is a team technical foul with one shot being awarded to the other team and possession of the basketball.  If the official has determined the coach is deliberately violating the rules, the technical foul shall be assessed against the coach.

C.  OFFENSIVE PLAY:  Offensive play shall be regulated as follows:
    1.  To the maximum extent possible, offensive play shall include all 5 players being actively engaged in the play.  Players should move through the OZ as often as possible to be a participant in the offense.  This rule does not require that every offensive player touch the ball, but each player will get more enjoyment from the game if he/she is setting screens, cutting to the basket, and/or positioning for the offensive rebound, etc.
    2.  There shall be no spread offense which causes one or more players to stand or move around the offensive end outside the OZ for the apparent purpose of causing a defensive player to be removed from the defense.
    3.  3 Pointers are not allowed in 2nd & 3rd grade divisions.
D.  DEFENSIVE PLAY:  Defensive play is regulated as follows:
    1.  There shall be no back court defense except during the final ten (10) minutes of the game as provided in paragraph D(7) below.
    2.  Zone defense is not permitted at any time in the 2nd & 3rd grade division.  Triple teaming is not allowed at anytime.
    3.  "Double Teaming" or "Trapping" is permitted by not more than two defensive players on the ball (i) inside the OZ, or (ii) anywhere on the court in the final ten minutes (4th quarter and overtimes) of the game.
    4.  "Switching" is permitted.
    5.  A defensive player must maintain the "Ball-Man Relationship," except when the defensive player is participating in "Double Teaming" the ball as allowed in paragraph D(3).  When the offensive player is inside the OZ, the defensive player must maintain a distance from his/her assigned player of not more than 6-8 feet. The defensive player must see their man and ball. The player with the ball must be guarded by a defender within 6 feet anytime the ball is in the OZ.  The defensive player will be allowed to go to the double team and return or switch and return but cannot stay in an area without his/her offensive player or the ball.
    6.  When the ball is loose, i.e., in the air from a shot or pass, or not in the possession of any player, any defensive player may go for the ball.
    Note:  An offensive player dribbling the ball is in possession of the ball.
    7.  During the last ten (10) minutes of regulation play (4th quarter) and during any overtime, full court defense and double teaming of the ball with not more than 2 defensive players is allowed anywhere on the court.  If a team has a lead of 20 or more points, it cannot employee a full court defense.
